Yes. You should book your package through local operators before arriving. Independent travelers cannot simply walk in and join a boat or cart ride without a prior arrangement.
Standard packages include a 15 to 30-minute bullock cart ride, a catamaran trip across the reservoir, and an interactive cooking demonstration. An authentic buffet-style Sri Lankan lunch is also included.
